Copilot is a smart assistant for everyone. However, your finance team has different questions than your HR department. And your service desk has different ones again. That's why Microsoft increasingly focuses on Copilot agents: assistants aimed at one task, one process, or one team.

In this article, you’ll learn what Copilot agents are, the difference between them and Copilot itself, how to build them, and how the costs work. And when you should look beyond what is standard.

Note: This is about agents in Microsoft 365 Copilot. GitHub Copilot also has agents, but it's a different product for software developers.

What is the difference between Copilot and an AI agent?

Microsoft 365 Copilot is a general assistant. You can ask it almost anything, and it works in Word, Excel, Outlook, and Teams.

A Copilot agent is specialized. It has a fixed assignment, its own instructions, and access to specific resources. Sometimes it can also prepare or execute actions in other systems.

What can Copilot agents do?

  • Answer questions based on specific documents or sites.
  • Guide processes, such as onboarding or a request.
  • Prepare actions in other systems via connectors.
  • Automate tasks that always go the same way.

Examples of Copilot agents per department

  • HR: an agent that answers questions about leave, facilities, and procedures.
  • Finance: an agent that explains approval rules and expense policy.
  • IT: an agent that assists with frequently asked questions about systems and the help desk.
  • Sales: an agent that searches for product information and quotation conditions.
  • Projects: an agent that summarizes the status and documents of a project.

How to build a Copilot agent?

There are roughly two ways:

  1. Agent Builder in Microsoft 365 Copilot. Simple, for users who want to quickly create an agent based on a few resources and instructions.
  2. Copilot Studio. More extensive, for creators and IT. With more connections, logic, management, and publishing options.

For complex scenarios, developers can also build agents with Microsoft Foundry and make them available in Microsoft 365.

How do the costs of Copilot agents work?

Microsoft regularly adjusts the pricing model. Therefore, we do not mention amounts here. Broadly speaking, this applies:

  • Users with a Microsoft 365 Copilot license can use many agents within their license.
  • For other users and certain agents, usage is charged, for example per use or via pre-purchased capacity.
  • Building with Copilot Studio has its own licenses and capacity.

Always check Microsoft’s official pricing pages for the current situation. And calculate in advance how much an agent costs at the expected number of questions.

The pitfalls of self-built agents

Building an agent is quickly done. Making an agent work well is another matter. These often go wrong:

  • Messy resources. The agent gives answers based on outdated or conflicting documents.
  • No owner. No one keeps the knowledge up-to-date.
  • Proliferation. Each team builds its own agent, with overlap and different answers.
  • No control. No one tests if the answers are correct or monitors usage.

When do you need more than standard Copilot agents?

Standard agents are fine for simple, defined questions. You need more if:

  • an agent must fulfill a fixed role for an entire department;
  • you want strict governance: approved resources, ownership, monitoring, and audit;
  • the agent needs to combine multiple processes and systems;
  • you don't have your own team to build, test, and manage agents.
